Mr. David Lincoln will be presenting on Monday, October 16, 2017 from 1:15PM to 1:45PM in the Aireon Arena : "Bullets, Balloons, and Bounds – How early incursions into airspace over private property were dealt with and why Congress should care" – How do the laws view ownership of airspace at lower levels near the ground?  How has the law evolved to handle manned flight over private property? The Drone Federalism Act and The Drone Innovation Act of 2017, both pending in Congress, attempt to address these questions head on, and to a lesser extent the FAA Reauthorization bills and the Safe Drone Act of 2017. Where is the proper balance between private property rights, freedom of the NAS, and safe operation of all types of aircraft in the NAS?

Mr. David Lincoln teaches a course at George Mason University, Antonin Scalia Law School, entitled Unmanned Aerial Systems Law.  Mr. David Lincoln is also the Founder of www.dukeofdrones.com where he provided expert advice to companies of all sizes on issues relating to the manufacture, sale and operations of UAS.  He is a UAS Subject Matter Expert (SME) working part time with CGH Technologies, Inc. as he finalizes his military career at the end of 2017 when he will become a full time member of CGH’s team of UAS-knowledged SMEs supporting FAA, Irish Aviation Authority (IAA), and state and local governments regarding integration of manned, unmanned and commercial space travel within the airspace.
